Research, Policy, Teaching

I am a researcher and policy expert on media and communications law and policy. I have spent 3 decades looking at the relationship between technology, democracy and the state. This site is a place where you can find information and links about my recent research, writing, talks and public policy work as well as about my teaching at LSE, Oxford and elsewhere. The site is organised so that most of the material is current, ie. since 2021. There is some info on older stuff and an archive where you can also find some information about my work in other related fields. If you can’t find what you need don’t hesitate to contact me.

What I’ve been up to

My lecture on media and democracy at the University of Cologne. I was Forumsprofessor in 2024, visiting the Universities of Cologne and Duisberg-Essen in Germany.

My lecture at the Central European University, where I was George Soros Visiting Chair in 2023.

What Atlee's government can teach Labour about media reform - LSE blog

Constitutionalising the BBC - Political Quarterly

BBC policy needs a change of emphasis. In an era of almost limitless choice, faltering democratic institutions, and new business models based on monetising data and attention, policy makers should accept that the BBC should be a permanent, privileged part of the communications landscape and enact reforms that reflect this.

Giving the broadcaster true independence is the only way to re-establish trust.

How Labour can save the BBC - Prospect Magazine

The next government must set out a long-term plan to protect media freedom.
